An Overview of Business Support Tools. February 2025

Summary

1. Financial support for small and medium-sized businesses contributes to adaptation and economic stability in wartime conditions. Pursuing the state policy “Made in Ukraine” through the continuation of credit and grant programs stimulates the development of business environment, contributes to the support of priority areas that are the driving force for supporting the economic stability of the state. In particular, as of 02/24/2025, 2,794 preferential loans have been issued under the program “Affordable Loans 5-7-9 %” since the beginning of 2025 for a total amount of UAH 9.4 billion.

2. Promoting the development of energy independence through the activation of the direction of the state program “Affordable loans 5-7-9 %”. Obtaining credit funds by entrepreneurs for the purchase of equipment provides an opportunity to protect businesses from the risks of electricity shortages, to predict the consequences of possible outages due to damage to the energy infrastructure. In particular, from June 1, 2024 to February 2, 2025, the total financed generation capacity in 21 regions of the country under loans provided to businesses amounts to over 530 MW in the form of loans for the purchase and installation of gas-piston cogeneration plants (215 MW), the construction of solar power plants (151 MW), and the purchase of diesel and gasoline generators (122 MW).

3. Promoting startup development during wartime supports technological entrepreneurship. Ukraine ranked fourth among 24 European countries in terms of startup support. This demonstrates the consistency of initiatives to develop Ukraine as a digital state.
