By that issue we are starting the publication of a new journal "International Security". This journal aims at the illumination and analysis of the intergovernmental and national problems in the area of nuclear control, ecological issues and other directions of activity connected with international, regional and national security. The journal is intended for those interested in the problems of nonproliferation of the weapons of mass destruction and issues of export control on dual-use goods and technologies that could be used in development, operation, application and accumulation of both weapons of mass destruction and conventional arms. In this journal there will be published research materials in the field of nonproliferation designed for professional politicians and wide circle of the readers interested in the above problems. Besides, an attention will be devoted to practical issues in the area of international transfersof controlled goods and technologies.
The journal will familiarize the readers with general problems and trends of nonproliferation, efforts made by Ukraine to settle these problems on the national and foreign policy level. A great attention will be given to the issues of international security and measures taken by Ukraine to prevent the rise of global and regional instability, to the importance of a strict observance of the rules and regulations of export control that are embodied by multilateral control regimes and appropriate legislation of Ukraine. We expect that this new journal will further unbiased elucidation and understanding of the participation of Ukraine in common process of disarmament, its collaboration with international control regimes, appropriate government and non-government organizations through all the world, the assistance provided by the United States and other countries to Ukraine in the sphere of disarmament and solving problems connected with overcoming negative consequences of nuclear disarmament.
We consider it the task of the journal to draw attention of the Ukrainian society to tlie problems of international security in close connection with the problems of national security of Ukraine as an equal in rights partner in the global community of the civilized states.
The body of the journal "International Security" expresses its thanks to everybody who supported the idea of this publication and provided an invaluable assistance in issuing the first number of the journal.

This is the first in Ukraine narrow-profile issue that provides you with an opportunity to observe an unbiased coverage of the problems connected with both national and global security. As a principal task of this publication the authors have appointed providing means for widespread discussions on the issues of security and, especially, promulgation on the pages of this journal of quite often contrary opinions of experts, scientists and government officials. Amid the materials you will find those in which an author's opinion doesn't coincide with the position of authoritative structures, but which are based on practical studies and, perhaps, will promote the increase of attention of both authorities and community to the problems in question.
The publication is indented to focus attention of experts and community on such problems that were considered or were illustrated by the mass media only partially. Our conviction is that this publication is to make the activities of many ministries and agencies more transparent for the community that will result in one more step to democratization of the Ukrainian society. Besides, it is to widely represent Ukraine and its national interests in the global information space. The issue of information security and, in particular, the issue of protection of the national information space against expansion from the side of another states is not the least task of the journal that is coming into being today.
The authors of this publication will do their best, elucidating the issues of security, to disengage themselves as much as possible from internal political struggle in Ukraine and from the competition between political parties, without taking the stand of any political force.
We are grateful to everybody who sympathized the preparation of the first issue of the journal.
